Japanese Army Officer's Parade Saber with Scabbard, Motto on Hilt

Japanese Army Officer's Parade Saber, circa WWI/WWII.
This model is very European in design and suggests a large degree of European influence in the Japanese military beginning in the late 1800s to World War II.
Brass hilt with silver motto in Japanese characters on hilt (see images), roughly translates to "wind-mind". Nickel plated blade (~90% nickel-plate remaining); false temper line is clearly visible, good condition and un-sharpened.
Overall length in scabbard is ~37"; overall length out of scabbard is ~36"; blade length is ~30-3/4".
Scabbard has ~ 80%+/- nickel plate remaining. Several dings/dents in scabbard; throat and screw are missing.
Overall condition is about good to very good with the exception being the dings in the scabbard.
